At first learn the difference between Sexual assault & Consent, disrobing a woman forcefully without her consent comes under Sexual assault. Whereas incase of Gopis they were not angry on Krishna even after that incident, even they actually want Krishna as their future husband for which they were observing a vow, so it didn't came under Sexual assault.
